Sound financial policy, the reduction of bureaucratic hurdles and continued support for Ukraine – these key topics from the EU Council programme were at the forefront of the talks between the Federal Chancellor and Cypriot President Nikos Christodoulides. In January 2026, Cyprus will take over the EU Council Presidency for six months. Merz thanked Cyprus for taking on the responsibility for this work in challenging times.

Read the most important facts in brief here:

  • Finances: Federal Chancellor Merz emphasised the importance of continued and intensive work on the EU's upcoming multi-annual financial framework. He thanked Cyprus for its dedication. According to the Federal Chancellor, the EU's ability to act financially in light of the major geopolitical challenges is a positive development for the community.
  • Competition: In addition to the solid financing of the European Union, Federal Chancellor Merz also believes that strengthening competitiveness in the EU is the foundation for a good future. The Federal Chancellor explained that the further expansion of the EU internal market and the reduction of bureaucracy were important. In this context, Merz made reference to the EU Special Council on Competitiveness in February next year.
  • Ukraine:  With regard to further support for Ukraine, Federal Chancellor Merz made a fundamental statement: “This is about the security of all of us, about the security of Europe, and therefore about our shared responsibility.” In order to secure Ukrainian resistance in the long term, the country needs reliable funding. It is therefore urgently necessary to quickly utilise frozen Russian assets. Merz called for solutions to be proposed by the EU Commission.
  • EU-Turkey: Federal Chancellor Merz also mentioned relations between the European Union and Turkey and emphasised the need for closer cooperation. In light of the current geopolitical situation, the focus here is on trade and security policy. The Federal Chancellor recognised the legitimate interests and concerns of Cyprus. He also expressly recognised the constructive approach being pursued by the Cypriot Council Presidency on this issue.

The EU Council Presidency rotates every six months between the member states of the European Union. During this time, the respective country chairs the meetings of the Council of the EU, organises its work and represents the Council in dealings with other institutions. The presidency can set its own political priorities, but above all ensures continuity and coordination in European legislation and cooperation. Further information can be found on the EU Council Presidency topic page.
