At a joint press conference with Ukrainian President Volodymyr Zelenskyy in Berlin, Federal Chancellor Friedrich Merz reaffirmed Germany’s continued support. Mr Zelenskyy’s visit comes at a very important moment: direct talks between Ukraine and Russia are due to take place in the coming days, whilst Russia continues its attacks unabated.

As Ukraine’s biggest supporter, Germany is bearing its responsibility, as the outcome of the war will also shape Europe’s security. “Our message to Russia is therefore: 'It is time to bring this war to an end'", said Merz.

The most important points in brief:

  • Winter aid and energy: The Federal Chancellor said that support for Ukraine’s air defence and energy sector was important ahead of winter. Further aid for both areas was previously arranged during his visit to Kyiv in early October. Merz reaffirmed the Federal Government’s intention to make further winter aid and energy support available before the end of this year.
  • Coalition of the Willing: Chancellor Merz announced that Germany, together with France and the United Kingdom, intends to host a summit of the Coalition of the Willing the week after next. This would focus on three key objectives: First, the coordination of further aid; second, the reaffirmation of the willingness to provide security guarantees for Ukraine following a ceasefire; and third, further coordination of diplomatic peace efforts.
  • Solidarity amongst partners: NATO has agreed to provide 70 billion euros in military aid to Ukraine for 2026. All partners must now also fulfil this obligation, said Federal Chancellor Merz, who appealed to all Europeans to fulfil their responsibilities. Russia must demonstrate that it is prepared to engage in serious negotiations. Merz emphasised that the regional ceasefire in Oleschky could serve as a model for a ceasefire in the energy sector and in the Black Sea.
