Federal Foreign Minister Frank-Walter Steinmeier believes that humanitarian relief for the people of Syria must be the top priority – if there is no political solution to the situation. He underscored this at the meeting of the EU Foreign Affairs Council in Brussels. At the same time he called for an agreement on a cessation of hostilities, which "will hopefully lead to a ceasefire".
